Regional Health Council - Zone 2 (Eastern Rural)

Purpose:

A regional health council shall:

i) Engage citizens in a meaningful dialogue for the purpose of improving health service quality.

ii) Liaise with Community Advisory Committees at local community levels to influence health outcomes, and further the work of the Regional Health Councils.

iii) Develop an annual plan to provide advice and recommendations to the Provincial Health Authority on the delivery of health and community services in its health zones.

iv) Engage with Indigenous governments and organizations in its respective health zone in the development of its annual plan. 

v) Engage with social and health networks in its health zone that are established to influence health and health outcomes.

vi) Provide an annual report back to the Provincial Health Authority and citizens of the zone.

Structure:

The Province shall be divided into 5 health zones called Zone 1 (Eastern Urban) Health Council, Zone 2 (Eastern Rural) Health Council, Zone 3 (Central) Health Council, Zone 4 (Western) Health Council and Zone 5 (Labrador Grenfell) Health Council.

The Minister shall appoint not less than 5 members and not more than 15 members to each regional health council, and, from those appointed, the Minister shall appoint a chairperson for each regional health council. In addition, of those appointed, the Minister shall appoint one member from each of the regional health councils to serve as a trustee on the Provincial Health Authority Board of Trustees.

Applicants will be considered for positions on the Regional Health Council - Zone 2, within which they live as follows:

Eastern Rural - which consists of the portion of the Avalon Peninsula that is not included in Zone 1, Bell Island and the Bonavista and Burin Peninsulas extending to Port Blandford inclusive.

Competency Profile:

Those who make up the Councils should collectively possess the following core competencies:

  • Demonstrated commitment to excellence and quality assurance;
  • Strong communication, leadership and change management skills;
  • Strong critical thinking and strategic planning skills;
  • Knowledge and understanding of fiscal and financial matters;
  • Understanding of provincial health care needs and issues;
  • Awareness of provincial health care trends;
  • Commitment to a provincial health care system that incorporates equity, diversity, and inclusion best practices;
  • Expertise in legal affairs, privacy, private sector business and/or engineering/project management;
  • Diverse skills and experiences in human resources, governance, information technology and research;
  • Understanding of philanthropy;
  • Understanding of risk management; and
  • Understanding of social determinants and population health.

Qualifications:

There are practical considerations that guide the type of candidates that HCS seeks for these appointments. Ideally, people who serve on the Councils are committed to their communities and their zones. These positions are best suited to individuals with a history of leadership and the knowledge and experience to properly support the significant decisions that must be made to sustain the health system into the future. The following attributes are important considerations in selecting members:

  • Knowledge of health care system;
  • Commitment to their community and zone;
  • Knowledge of health analytics;
  • Provincial mandate perspective;
  • Previous board experience;
  • High ethical standards and integrity;
  • Corporate governance;
  • Appreciation of the responsibilities and accountability for the expenditure of public funds;
  • Engineering/construction and/or property management experience;
  • Specialized independent medical/clinical experience;
  • Excellence in service delivery to a variety of different stakeholders in a complex environment;
  • Flexible, responsive and willing to consider others’ opinions;
  • Capable of a wide perspective on issues;
  • Ability to listen and work as a team member;
  • No direct or indirect conflict of interest;
  • Strong reasoning and conflict resolution skills;
  • Strategic planning experience;
  • Effective communication skills (written and oral);
  • Policy development experience; and
  • Leadership/management skills.

Time Commitments:

A member should be available to meet at the call of the chairperson of the regional health council in accordance with the requirements to develop an annual plan and provide advice to the Provincial Health Authority Board of Trustees. Members should expect to meet 4 to 6 times per year and to spend additional time to review materials and prepare for council meetings.

Term:

A member shall be appointed for a term of three years and may be reappointed for one further term of three years. A member whose term of office has expired continues to be a member until reappointed or replaced.

Vacancy Profile:

The Provincial Health Authority Regional Health Council - Zone 2, is seeking to fill not less than 5 and not more than 15 position on the council. Expressions of interest are being sought from individuals who possess the background, experience and skill-set identified in the board profile above and who can bring a unique perspective to the table. Consideration will also be given to a variety of demographic factors to ensure the councils are representative of the population they serve.
