On July 17, 2016, the coastline of Mistaken Point Ecological Reserve was inscribed as a World Heritage Site. The Mistaken Point World Heritage Site Management Plan outlined the creation of an Advisory Council to provide advice to the Government of Newfoundland and Labrador regarding the World Heritage Site's management and conservation

Purpose:

The purpose of the Mistaken Point World Heritage Site Advisory Council (the Advisory Council) is:

  • To advise the Government of Newfoundland and Labrador on the conservation, protection, presentation and transmission to future generations of the World Heritage Site and Buffer, and
  • To facilitate a coordinated approach between the managing agency and local organizations and stakeholders.

The Advisory Council membership will fulfill its purpose through the following responsibilities and activities:

  1. Act within its mandate and in accordance with the Terms of Reference in respect to the World Heritage Site and Buffer;
  2. Provide advice to the Government of Newfoundland and Labrador (Fisheries and Land Resources) on implementation of the World Heritage Site Management Plan;
  3. Represent the perspectives of local stakeholders on key issues;
  4. Engage stakeholders in the stewardship of the World Heritage Site and Buffer;
  5. Promote the World Heritage Site’s Outstanding Universal Value;
  6. Foster and facilitate research and information sharing for the benefit of the World Heritage Site;
  7. Review reports on the condition of the property as required by the Government of Newfoundland and Labrador and the World Heritage Committee;
  8. Advise on reporting on the condition of the World Heritage Site;
  9. Participate in public consultations regarding management of the World Heritage Site and Buffer; and
  10. Participate in subcommittees as required.

Structure:

The Advisory Council will have eight public interest members that will be appointed through the Public Service Commission merit-based process. This includes representation from the following:

  • Three residents from Portugal Cove South;
  • Two residents from Trepassey
  • One resident from St. Shott's;
  • One resident from Biscay Bay; and
  • One youth representative (age 16 - 24 years) from the local area.

The Advisory Council will also consist of two ex-officio members representing the Provincial Government as follows:

  • Department of Fisheries, Foresty and Agriculture, Land Management Division, Planner III or their designate; and
  • Department of Tourism, Culture, Arts and Recreation, Tourism Development Officer - Eastern Region or their designate.

The Advisory Council will also have seven members that will be nominated in writing by their organization to represent the following organizations:

  • Town Council of Portugal Cove South;
  • Town Council of Trepassey;
  • Town Council of St. Shott's;
  • Biscay Bay Local Service District Committee;
  • Mistaken Point Cape Race Heritage Inc.;
  • Legendary Coasts of Newfoundland (Eastern Destination Management Organization); and
  • Fisheries and Oceans Canada.

Competency Profile:

The following core competencies are being sought for the members that will be appointed through the Public Service Commission merit-based process:

  • Familiar with and engaged in the community that is being represented on the Advisory Council;
  • Ability to represent and communicate local stakeholders' perspectives on issues;
  • Familiar with Mistaken Point Ecological Reserve and World Heritage Site;
  • Knowledge of tourism in the region;
  • Knowledge of the cutural history of the area;
  • Knowledge of the natural heritage of the area;
  • Writing;
  • Public speaking; and
  • Facilitation skills.

Qualifications:

  • High ethical standards and integrity;
  • Capable of maintaining confidentiality and handling confidential information;
  • Appreciation for the role of provincial protected areas and the World Heritage Site designation;
  • Flexible, responsive and will to consider others' opinions;
  • A resident of the community that is being represented on the Advisory Council;
  • Capable of a wide perspective on issues;
  • Ability to listen to members and the public;
  • Ability to work together as a team; and
  • No direct or indirect conflict of interest.

Time Commitments:

Members of the Advisory Council should be available to meet at least once a year in the community of Portugal Cove South with additional meetings as required. Any subcommittees created through the Advisory Council may meet as required to address the subcommittee work and action items. The Advisory Council members may also be expected to spend additional time reviewing materials, submitting a written response, and reviewing reports on the condition of the property as required by the Government of Newfoundland and Labrador and the World Heritage Committee.

Term:

Members are appointed for a term of three years. Chair and Vice-Chairperson are elected for a term of three years, after which they can be re-elected.
