The Teacher Allocation Model provides the guidelines the Department of Education follows to determine the number of teaching units required to meet the needs of the province’s Kindergarten to Grade 12 (K-12) educational system. The model determines the number of administrators, classroom teachers, Instructional Resource Teachers (IRTs), and other specialists.
The mandate of the Teacher Allocation Review Committee will be to undertake a review of the Teacher Allocation Model. The Committee will review the current resources allocated to the K-12 system; consult with key stakeholders (e.g., parents, students, and teachers, etc.); recommend allocations of resources to the K-12 system (classroom teachers, specialist teachers and school administrators, etc.); recommend class sizes for K-12 that considers small schools, multi-grades/combined grades, and French Immersion; consider innovative approaches to delivery of education services; and recommend ways to meet unexpected or emerging needs each school year.
Teacher Allocation Review Committee is a Tier II Committee composed of one chairperson and two additional members selected through an open call for applications from the public.
Individuals appointed to the Committee by the Lieutenant-Governor in Council should collectively have the following core competencies:
The Committee should reflect and be able to appreciate and respect needs and issues related to geography, gender, Indigenous education, students with exceptionalities, mental health, LGBTQ2SI, student support services, program quality, program responsiveness, and professional development.
Applicants for the Teacher Allocation Review Committee should demonstrate the competencies identified above as well as the following qualifications:
Committee members have to be available to work on a full-time basis in the St. John’s area. The members may also travel throughout the province to support stakeholder consultations associated with Committee functions. Members will also be expected to spend additional time to prepare for meetings and prepare the final report.
Appointed individuals will serve until the final report is completed and provided to the Department of Education, which is expected by December 31, 2021.
