Purpose:

Part III.1 of the Canada-Newfoundland and Labrador Atlantic Accord Implementation Newfoundland and Labrador Act establishes the Canada-Newfoundland and Labrador Off-Shore Occupational Health and Safety Advisory Council (the Advisory Council). This Advisory Council is mandated to advise the Canada-Newfoundland and Labrador Offshore Petroleum Board (CNLOPB), the federal Minister of Natural Resources and Minister of Labour, and the provincial Minister of Digital Government and Service NL and Minister of Industry, Energy, and Technology on the administration and enforcement of Part III.1. In addition, the Advisory Council advises on any other occupational health and safety matters referred to it by CNLOPB or the federal or provincial ministers.

Structure:

Under Part III.1 Section 201.114 of the Canada-Newfoundland and Labrador Atlantic Accord Implementation Newfoundland and Labrador Act, the composition of the Advisory Council is two representatives of offshore industry employees and two representatives of offshore industry management to be appointed by the Government of Canada; two representatives of offshore industry employees and two representatives of offshore industry managements to be jointly appointed by Digital Government and Service NL and Industry, Energy and Technology; two Government of Canada representatives and two provincial government representatives. The Chief Safety Officer (CSO) of the CNLOPB is an ex officio member.  Including the CSO, the full complement for the Advisory Council is thirteen.

Competency Profile:

Candidates must demonstrate that they are in a position to either represent Management/Employers or Labour/Employees on the Advisory Council.

Those who make up the Advisory Council should have a diverse background and bring a wide range of perspectives and knowledge. Furthermore, candidates must also be in a position to either represent Management/Employers on the Advisory Council or be in position to represent Labour/Employees on the Advisory Council. Collectively, appointees should possess the following core competencies:

  • Occupational Health and Safety Expertise, especially in the Off-Shore Industry;
  • Project Management Experience;
  • Business Operations Experience;
  • Construction/Skilled Trades Experience;
  • Strategic Management Experience;
  • Public Sector Administration;
  • Private Sector Administration;
  • Human Resources Experience;
  • Labour Relations Experience;
  • Executive Experience;
  • Engineering Experience;
  • Financial Expertise/Literacy;
  • Legal Expertise;
  • Previous Board Experience.

Qualifications:

  • Knowledge and experience in Occupational Health and Safety matters;
  • Knowledge of the Off-Shore Industry;
  • High ethical standards and integrity;
  • Flexible, responsive, and willing to consider the opinions of others;
  • Capable of a wide perspective on diverse and challenging issues;
  • An ability to listen and work as a team member;
  • Strong reasoning and problem solving skills;
  • No direct or indirect conflicts of interest; and,
  • Candidates must demonstrate that they are in a position to either represent Management/Employers or Labour/Employees on the Advisory Council.

Time Commitments:

The Advisory Council is required to meet at least semi-annually, or more frequently as deemed necessary by the Chairpersons in accordance with the Council’s workplan.

Term:

Members shall be appointed for a term of four (4) years and may be reappointed as per the Canada-Newfoundland and Labrador Offshore Area Occupational Health and Safety Advisory Council Terms of Reference.
