Terms of Reference for the Fisheries Advisory Council

Remuneration

The Chairperson is remunerated at Level II rates, according to the Treasury Board Guidelines.

Purpose:

The Fisheries Advisory Council (the Council) was established to provide policy advice to the provincial Minister of Fisheries and Land Resources (the Minister) on strategic fisheries issues to support a sustainable and viable fishing industry. The Council will seek expertise from representative stakeholders, through their knowledge and understanding of the fishing industry.

Structure:

The Council represents all sectors of the industry, including harvesters, processors, research experts, and the general public. The four At-Large positions were appointed in accordance with government policies and guidelines, through appropriate processes with the Public Service Commission for Tier 2 entities.  The Chairperson and the members require a diverse skill set and experience and were chosen using a merit-based process.  Consideration in selection of candidates are given to various factors including Indigenous representation, environmental non-governmental organizations, rural/community interests, gender, regional balance, and the industry’s service and supply sector. 

Competency Profile:

Members:

The Minister is seeking individuals who can enhance the effectiveness of the Council by bringing a knowledgeable, flexible, and responsive perspective. The following attributes are important qualification considerations in selecting members:

Members of the Council should collectively possess the following core competencies.

  • Knowledge of the province’s commercial seafood industry;
  • An understanding of the structure and operations of fish harvesting and/or processing enterprises; and
  • Commitment to the sustainability and viability of the province’s fishing industry.

Independent Chair:

The following attributes are important competencies in selecting a Chairperson:

Knowledge

  • Considerable knowledge of the province’s commercial fish and seafood industry (both historic and current);
  • A good understanding of the structure and operations of fish harvesting and/or processing enterprises;
  • Expertise in fisheries development and policy development experience; and,
  • Considerable knowledge of fisheries technical and infrastructure requirements.

Experience 

  • Strategic planning experience; and,
  • Previous board/disciplinary panel experience.

Members:

Members of the Fisheries Advisory Council should possess:

  • High ethical standards and integrity;
  • Appreciation of the responsibilities to the public;
  • The ability to be flexible, responsive, and respectful of various viewpoints and opinions;
  • The capability to have a wide perspective on issues;
  • The ability to listen and work as a team member;
  • Strong reasoning skills;
  • Effective communication skills; and
  • Leadership skills.

Independent Chair:

An Independent Chair should possess:

  • High ethical standards and integrity;
  • Appreciation of the responsibilities to the public;
  • The ability to be flexible, responsive, and respectful of various viewpoints and opinions;
  • The capability to have a wide perspective on issues;
  • The ability to listen and work as a team member;
  • Strong reasoning and conflict resolution skills;
  • Effective communication skills (written and oral); and,
  • Leadership/management skills.

Time Commitments:

The Council is currently undergoing the development of a full Groundfish Revitalization Action Plan and will require a set schedule of frequent meetings (one- two monthly), conference calls and/or a series of working groups to facilitate the work required to meet its deliverable deadline in early fall.

Term:

The Chair and members may serve a term of up to three years, will be eligible for reappointment, and may continue to serve until reappointed or replaced.

Vacancy Profile:

The Minister is seeking an Independent Chair who can enhance the effectiveness of the Council by bringing a knowledgeable, flexible, and responsive perspective.  Expressions of interest are being sought from individuals who possess the competencies and qualifications identified above, and who can bring a unique perspective to the table.  The Minister will consider a combination of relevant qualifications and experience.
