Purpose:

The Architects Licensing Board (the Board) regulates the practice of the profession of architecture within Newfoundland and Labrador including, but not limited to, the following: the preparation and submission of an annual report; prescribing fees; making by-laws; making regulations (subject to the approval of the minister); granting licenses; and matters related to discipline.

Structure:

The Board consists of five members elected from and by members of the association in accordance with the by-laws and two members appointed by the minister who are not members of the association to represent the public interest. The board elects from among the elected members a chairperson and a registrar.

Competency Profile:

Diversity in the backgrounds, skills and experience of appointed Board members can enhance the effectiveness of a Board. Examples of such backgrounds may include:

  • Strategic management and organizational change;
  • Legal expertise;
  • Public relations;
  • Public sector administration;
  • Governance;
  • Human resources;
  • Experience with self-regulating organizations;
  • Previous board experience;
  • Analytical skills;
  • Executive experience;
  • Financial expertise/Literacy; and,
  • Decision making skills.

Qualifications:

  • High ethical standards and integrity;
  • Appreciation of the responsibilities to the public;
  • Flexible, responsive and willing to consider others’ opinions;
  • Capable of a wide perspective on issues;
  • Ability to listen and work as a team member;
  • No direct or indirect conflict of interest; and,
  • Strong reasoning skills.

Time Commitments:

Members of the Board should be available to attend monthly meetings which last two to three hours plus two to three hours of preparation work prior to the meeting. Members are also expected to attend a session at the Annual General Meeting, plus half-day preparation work prior to the session. They will also be expected to attend two or three other meetings at two to three hours each throughout the year. There is also the potential to be involved with sub-committees which varies by work assignment, from 0 to 15 hours per year.

Term:

A person appointed by the minister holds office for a term of three years and is eligible to be re-appointed. Where a person holds office for a period of nine consecutive years the person is not eligible for appointment as a member of the board until the expiration of 12 months from the end of the year in which he or she was last a member. Where the term of an appointed member expires, he or she continues to be a member until re-appointed or replaced.

Vacancy Profile:

The Board is seeking to fill one position.  Expressions of interest are being sought from individuals who possess the background, experience and skill-set identified.  Prospective candidates must be able to demonstrate that they are in a position to represent the public interest and that they are not a member of the Newfoundland and Labrador Association of Architects. Consideration will also be given to a variety of demographic factors to ensure the board is representative of the population they serve.
