Purpose:

The Central Regional Service Board (the Board) is responsible for the provision of selected regional municipal services within the Central Region. Established in 2008, the Board currently has the power to maintain and operate a waste management system, and provide operational oversight of water and wastewater systems owned by municipal authorities within the Central Region. Structure:

The Chairperson of the Board shall be appointed by the Lieutenant-Governor in Council.

Except for the Chairperson, the Board members shall be appointed or elected as follows:

  • Where the number of municipal authorities in a ward is equal to the number of Board member determined for that ward, each municipal authority shall appoint a person to the Board;
  • Where the number of municipal authorities in a ward is greater than the number of Board members determined for that ward, each municipal authority may nominate a person to be a candidate in an election to be conducted in accordance with the regulations and those persons elected shall become members of the Board; and
  • Where the number of persons appointed or elected to the Board is less than the number of Board members determined for that ward, the Minister may select a person from among those persons who reside within the boundaries of that ward to be a Board member

Except for the Chairperson, only the following persons from the region may be appointed or elected to the Board:

  • A councilor;
  • A person serving on a local service district committee; and
  • A member of a band council

The Board currently consists of 12 elected municipal officials representing wards in the Central Region. This includes the towns, local service districts, and unincorporated areas within the boundaries of Buchans in the west, Salvage in the east, north to and including Fogo Island, and Glovers Harbour in the northwest. 

Competency Profile:

The Chairperson is responsible for providing strategic leadership and ensuring the effective management of the Board's operations. The ideal candidate will bring a strong blend of sector knowledge, governance expertise, and community-focused leadership. Specifically the Chairperson should possess: 

  • Knowledge and experience in the waste management sector, including an understanding of operational, regulatory, or policy environments relevant to regional service delivery.
  • Board governance experience, with the ability to guide decision-making, ensure accountability, and support sound governance practices. 
  • Senior leadership experience, demonstrating the capacity to lead complex initiatives and support long-term strategic planning.
  • Experience working with diverse stakeholders, including municipal leaders, community representatives, industry partners, and government bodies. 
  • A strong commitment to the communities and regions served by the Board, with a demonstrated understanding of regional needs, challenges, and opportunities. 

Qualifications:

The Chairperson would be expected to exhibit the following experience and attributes: 

  • High ethical standards and integrity.
  • Strong teamwork skills and ability to collaborate effectively. 
  • Excellent listening, communication, and interpersonal abilities. 
  • Flexibility and openness to diverse viewpoints. 
  • Proven ability to chair and lead meetings at a board level.
  • Demonstrated leadership in corporate governance practices. 
  • Solid understanding of the roles and responsibilities of public sector boards. 
  • Experience contributing to long-term strategy and policy development. 
  • Knowledge of municipal service delivery.
  • Familiarity with issues, challenges, and opportunities relevant to regional service boards. 

Time Commitments:

Board meetings are typically held once a month and usually run for about two hours. The Regional Service Boards Act (2012) requires the Board to meet at least six times per year.  In addition to regular Board meetings, the Board's finance committee meets approximately 10 times annually. The Chairperson is a member of this committee, which is led by its own chair. Board members are expected to review meeting materials and prepare in advance.

Term:

The Chairperson is appointed a four-year term and may be reappointed. If the Chairperson's term expires, they will continue in the role until a new appointment is made or until they are reappointed, replaced, or dismissed. 

Vacancy Profile:

The Board is seeking to fill the Chairperson position.  Expressions of interest are being sought from individuals residing in the Central Region who possess the background, experience and skill-set identified in the Board profile above and who can bring unique perspectives to the table.  Consideration may also be given to other demographic factors.
