Purpose:

This Committee reviews the patterns of practice and billing procedures of physicians who submit claims to the Medical Care Plan (MCP), as well as the utilization of services by beneficiaries.

Structure:

The composition of the Committee shall reflect the cultural, ethnic, and regional diversity of the province.

The Medical Consultants' Committee shall consist of:

• a salaried family physician, a non-salaried family physician, and a consultant physician appointed by the minister from a list of physicians submitted by the Newfoundland and Labrador Medical Association
• a chartered professional accountant appointed by the Minister
• the HCS medical director
• the HCS assistant medical director
• the HCS dental director

Competency Profile:

Diversity in the backgrounds, skills, and experience of an appointed member to the Medical Consultants’ Committee, can enhance the effectiveness of the Board by bringing a wide range of perspectives and knowledge.

• Analytical skills: analyze clinical, legal, and financial data
• Communication skills: facilitate discussion and articulate Committee decisions
• Leadership skills: lead and motivate others towards achieving the Committee’s decisions and vision

Qualifications:

The following attributes are important considerations in selecting members:

• Knowledge of the health care system
• Experience in professional self-regulation
• Capable of a wide perspective on issues
• Analytical and critical thinking skills
• High ethical standards and integrity
• Objectivity and independence
• Flexible, responsive and willing to consider others’ opinions
• No direct or indirect conflict of interest
• Effective communication skills
• Strong reasoning skills and conflict resolution skills
• Leadership skills

Time Commitments:

The Committee meets when one or more medical billing audits have reached the stage where they are ready for review. Historically, it has met one to four times a year. Meetings are held at the MCP Building on Major’s Path, St. John’s

Term:

The members of the committee appointed under paragraphs (1)(a) and (b) shall be appointed on terms and conditions that the minister may set, but a member appointed under paragraph (1)(a) may not serve longer than 5 consecutive years. Where the term of office of an appointed Committee member expires, he or she shall continue to be a committee member until replaced.
