Terms of Reference - Provincial Mental Health and Addictions Advisory Council


No Remuneration


The Provincial Mental Health and Addictions Advisory Council (The Council) reports to the Minister of Health and Community Services (HCS). The Council advises on key mental health and addictions matters to formulate effective decision-making and policy development; and provides oversight to the implementation of the recommendations in Towards Recovery, the mental health and addictions action plan for Newfoundland and Labrador.


  1. The Council will provide oversight for the implementation of the recommendations in Towards Recovery through a set of indicators that will measure process and outcome of the report’s recommendations.
  2. The Council will specifically advise the Minister of HCS on matters related to:
  • the process and outcome of the recommendations of Towards Recovery;
  • enhancing mental health and addressing/ preventing mental illness and problematic substance use;
  • public awareness, education and anti-stigma efforts; and
  • emerging priorities requiring immediate attention.


Membership, including the chairperson and vice-chairperson are appointed by the Minister and consist of no less than 15 and no more than 20 members.

Competency Profile:

Diversity in the backgrounds, skills and experiences of appointed Council members enhance the effectiveness of the Council by bringing a wider range of perspectives and knowledge.

The following attributes are important considerations in selecting members:

  • Interest in health care
  • Lived experience (individual or family)
  • High ethical standards and integrity
  • Appreciation of the responsibilities to the public
  • Flexible, responsive and willing to consider others’ opinions
  • Capable of a wide perspective on issues
  • Ability to listen and work as a team member
  • No direct or indirect conflict of interest
  • Strong reasoning and conflict resolution skills
  • Strategic planning experience
  • Effective communication skills (written and oral)
  • Policy development experience
  • Leadership/management skills
  • Available to participate in Council meetings 

Membership should also carefully consider the inclusion of individuals with diverse experiences including, but not limited to, regional representation, age, ethnicity, disability, gender balance and lived/family experience with mental illness and/or substance use disorders and addictions.

Time Commitments:

The council meets every two months or at the call of the chair. Meetings will be in St. John’s and regionally as required. Teleconferences and/or videoconference services will be made available to members who live outside the St. John’s region.


A member of the Council shall be appointed for a term of three years and may be re-appointed to one further term of three years for a maximum of six years. Where the term of office of a member of the board expires and a successor has not been elected or appointed, the member may continue to hold office until a successor is elected or appointed.

Vacancy Profile:

The Mental Health and Addictions Advisory Council is seeking to fill up to 15 positions. Expressions of interest are being sought from individuals who possess the background, experience, and skill-set identified in the profile and who can bring unique perspectives to the table. Consideration will also be given to a variety of demographic factors to ensure the board is representative of the population it serves.
