The Newfoundland and Labrador Arts Council (ArtsNL) is a non-profit Crown agency created in 1980 by the Arts Council Act. Its mission is to foster, promote and develop the arts of the province and the arts of groups indigenous to the province, and to advise the minister on matters related to development of the arts and arts policy. ArtsNL supports the creation and production of works in the province, the study and enjoyment of those works, and public awareness of the arts. They receives an annual grant of five million dollars from the Province to support a variety of granting programs, program delivery, office administration, and communications. It also seeks support from the public and private sector. It supports the following artistic disciplines: dance, film and video, Indigenous arts and practices, literary arts, multi-disciplinary arts, music and sound, theatre and performing arts, visual arts and other similar creative and interpretive activities. ArtsNL shall consist of not fewer than nine members, to be appointed by the Lieutenant-Governor in Council.

Members of ArtsNL should be available to meet three times per year for one to two day business meetings and six times a year for two-hour grant ratification meetings. Committees normally meet three to four times per year. Members are also expected to spend additional time to review materials and prepare for business, grant ratification and committee meetings.
Each member of ArtsNL may be appointed for a term of not longer than three years and is eligible for reappointment, but a member may not serve more than two continuous terms. A member shall continue to hold office until he or she is reappointed or a new member is appointed.
ArtsNL is seeking two representatives to serve as either artists or arts administrators. Expressions of interest are being sought from individuals who reflect the cultural, ethnic and regional diversity of Newfoundland and Labrador, with special consideration for residents of Labrador and applicants who self-identify as Indigenous. Consideration will also be given to a variety of demographic factors to ensure the board is representative of the population they serve.
