Purpose:

The Newfoundland and Labrador Arts Council (ArtsNL) is a non-profit Crown agency created in 1980 by the Arts Council Act. Its mission is to foster, promote and develop the arts of the province and the arts of groups indigenous to the province, and to advise the minister on matters related to development of the arts and arts policy. ArtsNL supports the creation and production of works in the province, the study and enjoyment of those works, and public awareness of the arts. They receives an annual grant of five million dollars from the Province to support a variety of granting programs, program delivery, office administration, and communications. It also seeks support from the public and private sector. It supports the following artistic disciplines: dance, film and video, Indigenous arts and practices, literary arts, multi-disciplinary arts, music and sound, theatre and performing arts, visual arts and other similar creative and interpretive activities. Structure:

ArtsNL shall consist of not fewer than nine members, to be appointed by the Lieutenant-Governor in Council.

 Membership shall provide geographic representation of the province and council shall be comprised as follows:

  • At least seven members shall be artists or arts administrators. For more information about the definition of an artist, please see section 3.1 of the Arts Council Act; 
  • All members shall be residents of the province with an interest to represent the public interest; and 
  • One member shall be the Assistant Deputy Minister responsible for arts in the Department of Tourism, Culture, Arts and Recreation, or their designate who shall be a non-voting representative.

Competency Profile:

Those who make up ArtsNL should collectively possess the following core competencies:

  • Arts and culture experience, particularly in the creation and promotion of artistic works; 
  • Governance;
  • Strategic Planning;
  • Public Relations;
  • Financial Expertise;
  • Executive /Leadership Experience;
  • Marketing;
  • Fundraising; and
  • Human Resources.

Qualifications:

Members of ArtsNL should possess the following qualifications:

  • Be an artist as defined by section 3.1 of the Arts Council Act;
  • Be an arts administrator as defined by section 2(c) of the Arts Council Act; and
  • Be a resident of Newfoundland and Labrador with an interest in the arts to represent the public interest. 

 In addition, members of ArtsNL should possess the following personal attributes:

  • Analytical and critical thinking skills;
  • High ethical standards and integrity;
  • Ability to maintain confidentiality on all council issues;
  • Ability to listen effectively and work as a team member;
  • Flexible, responsive and willing to consider other council members opinions;
  • No direct or indirect conflict of interest; and
  • Ability to attend council meetings, either in person or remotely via video conference.

Time Commitments:

Members of ArtsNL should be available to meet three times per year for one to two day business meetings and six times a year for two-hour grant ratification meetings. Committees normally meet three to four times per year. Members are also expected to spend additional time to review materials and prepare for business, grant ratification and committee meetings.

Term:

Each member of ArtsNL may be appointed for a term of not longer than three years and is eligible for reappointment, but a member may not serve more than two continuous terms. A member shall continue to hold office until he or she is reappointed or a new member is appointed.

Vacancy Profile:

ArtsNL is seeking two representatives to serve as either artists or arts administrators. Expressions of interest are being sought from individuals who reflect the cultural, ethnic and regional diversity of Newfoundland and Labrador, with special consideration for residents of Labrador and applicants who self-identify as Indigenous. Consideration will also be given to a variety of demographic factors to ensure the board is representative of the population they serve.
