The Management of Greenhouse Gas Act (the Act) establishes the Newfoundland and Labrador Greenhouse Gas Reduction Fund as an industry funded, arms-length fund to receive monies from prescribed compliance activities under the Act, and to allocate those monies to greenhouse gas reduction projects.
The Act prescribes that an Advisory Council is to be appointed to:
The Act prescribes that the minister may only disburse monies from the fund after the Advisory Council makes a recommendation on an application or on unused monies that remain in the fund after five years.
The Act prescribes that the Advisory Council is to consist of a minimum of five members and a maximum of seven members including the following:
The provincial government will select a chairperson from the appointed members. The Department will support the Advisory Council and provide secretariat services.

The expected time commitment for members per year will vary, depending on available funding, the number of proposals that may be received, and how the Advisory Council chooses to organize its work. Members may also be expected to spend additional time to review materials and prepare for meetings.
Members shall be appointed for a term of up to three years and are eligible for reappointment.
