This Committee will be responsible for providing advice and recommendations regarding: drugs or classes of drugs to be monitored by the program; policies developed for the operation and management of the program; reports generated from the pharmacy network data; program risk management and data quality issues; and those matters referred to the advisory committee by the Minister or his or her delegate.
The composition of the Advisory Committee shall reflect the cultural, ethnic, and regional diversity of the province.
The Advisory Committee shall consist of:
• a physician appointed by the Minister from a list submitted by the College of Physicians and Surgeons of Newfoundland and Labrador (CPSNL)
• a physician appointed by the Minister from a list submitted by the Newfoundland and Labrador Medical Association (NLMA)
• a pharmacist appointed by the Minister from a list submitted by the Newfoundland and Labrador Pharmacy Board (NLPB)
• a pharmacist appointed by the Minister from a list submitted by the Pharmacists’ Association of Newfoundland and Labrador (PANL)
• a nurse practitioner appointed by the Minister from a list submitted by the College of Registered Nurses of Newfoundland and Labrador (CRNNL)
• a person representing the public interest appointed in accordance with the Public Service Commission Act
• a member of the Royal Newfoundland Constabulary (RNC) appointed by the RNC
• a member of the Royal Canadian Mounted Police (RCMP) appointed by the RCMP
• a representative of the CPSNL appointed by the CPSNL
• a representative of the Newfoundland and Labrador Dental Board (NLDB) appointed by the NLDB
• a representative of the CRNNL appointed by the CRNNL
• a representative of the NLPB appointed by the NLPB
• at least one employee of the Provincial Health Authority (PHA) appointed by the Chief Executive Officer of the PHA
• at least one employee of the Department of Justice and Public Safety (JPS) appointed by the Deputy Minister of JPS
• at least one employee of the Department of Health and Community Services (HCS) appointed by the Deputy Minister of HCS
• the Deputy Minister of HCS or his or her designate
Diversity in the backgrounds, skills and experience of appointed Advisory Committee members can enhance the effectiveness of the Committee by bringing a wider range of perspectives and knowledge. Member backgrounds could include lawyer, law enforcement, health care, education, chartered professional accountant. Examples of competencies may include:
• Knowledge of professional regulation
• Strategic management and organizational change experience
• Demonstrated leadership style that fosters a diverse and respectful panel, and empowers others
• Technological competency
• Familiarity with the principals of good governance, including accountability, transparency, and ethical conduct
The following attributes are important considerations in selecting members:
• Expressed interest in health care
• Previous committee, board, or disciplinary panel experience
• High ethical standards and integrity
• Appreciation of the responsibilities to the public
• Flexible, responsive and willing to consider others’ opinions
• Capable of a broad perspective on issues
• Ability to listen and work as a team member
• No direct or indirect conflict of interest
• Strong reasoning and conflict resolution skills
• Effective communication skills (written and oral)
Advisory Committee meetings generally last two hours and are held a minimum of four times per year. An additional 0.5 hours in preparation for Advisory Committee meetings is usually required.
A person appointed holds office for a term of three years and is eligible to be re-appointed.
Where the term of office of a member of the Advisory Committee expires, the member shall continue to hold office until replaced.
The Prescription Monitoring Program Advisory Committee is seeking to fill one position for a public interest representative to serve on the Committee.
Expressions of interest are being sought from individuals who possess the background, experience, and skillset identified in the board profile above and who can bring unique perspectives to the table. Consideration will also be given to a variety of demographic factors to ensure the Board is representative of the population they serve.
