Remuneration

The Independent Chair will be remunerated at Level II rates, according to Treasury Board guidelines. Members will not be remunerated; however, members may be reimbursed for reasonable expenses incurred for participation in the Council, in accordance with Treasury Board guidelines.

Purpose:

The Fisheries Advisory Council (the Council) will be established to provide policy advice to the provincial Minister of Fisheries, Forestry and Agrifoods (the Minister) on strategic fisheries issues to support a sustainable and viable fishing industry. The Council will seek expertise from representative stakeholders, through their knowledge and understanding of the fishing industry.

Structure:

The Council will represent all sectors of the industry, including harvesters, processors, research experts, and the general public. The At-Large positions including an Independent Chair will be filled, in accordance with government policies and guidelines, through appropriate processes with the Public Service Commission for Tier 2 entities.  Members will have a mix of skills and experience and will be chosen using a merit-based process, with consideration in selection of candidates given to various factors including Aboriginal representation, environmental non-governmental organizations, rural/community interests, gender, regional balance, and the industry’s service and supply sector.

Members:

The Minister is seeking individuals who can enhance the effectiveness of the Council by bringing a knowledgeable, flexible, and responsive perspective. The following attributes are important qualification considerations in selecting members:

Members of the Council should collectively possess the following core competencies.

  • Knowledge of the province’s commercial seafood industry;
  • An understanding of the structure and operations of fish harvesting and/or processing enterprises; and
  • Commitment to the sustainability and viability of the province’s fishing industry.

Independent Chair:

The following attributes are important qualification considerations in selecting a Chairperson:

Knowledge

  • Considerable knowledge of the province’s commercial fish and seafood industry (both historic and current);
  • A good understanding of the structure and operations of fish harvesting and/or processing enterprises;
  • Expertise in fisheries development and policy development; and
  • Considerable knowledge of fisheries technical and infrastructure requirements.

Experience

  • Experience in fisheries development and policy development
  • Strategic planning experience; and
  • Previous board/disciplinary panel experience.

Members:

Members of the Fisheries Advisory Council should possess:

  • High ethical standards and integrity;
  • Appreciation of the responsibilities to the public;
  • The ability to be flexible, responsive, and respectful of various viewpoints and opinions;
  • The capability to have a wide perspective on issues;
  • The ability to listen and work as a team member;
  • Strong reasoning skills;
  • Effective communication skills; and
  • Leadership skills.

Independent Chair:

An Independent Chair should possess:

  • High ethical standards and integrity;
  • Appreciation of the responsibilities to the public;
  • The ability to be flexible, responsive, and respectful of various viewpoints and opinions;
  • The capability to have a wide perspective on issues;
  • The ability to listen and work as a team member;
  • Strong reasoning and conflict resolution skills;
  • Effective communication skills (written and oral); and
  • Leadership/management skills.

Time Commitments:

The Council will likely meet as determined by an annual meeting schedule or as required in unforeseen circumstances. They may meet in person or by conference call as required and agreed upon.

Term:

The Chair and members may serve a term of up to three years, will be eligible for reappointment, and may continue to serve until reappointed or replaced.
