NL 911 Bureau Inc. (NL911) is a not for profit corporation created in March 2015 and is responsible for establishing the number “911” as the primary emergency telephone number for use in Newfoundland and Labrador; and for establishing, implementing and operating an emergency 911 telephone service.
Further, the Act indicates that NL911 is responsible for ensuring the service protects personal information, provides accurate and current information to primary and secondary Public Safety Answering Points (PSAP), integrates data from the civic addressing system where it exists, is efficient and cost-effective, and is flexible and responsive to changing technologies.
The NL911 Board of Directors (Board) is responsible to provide oversight and direction as well as governance to NL911, to ensure that the operations and administration of the NL911 service are being carried out as per legislative requirements.
There are three main roles of the Board:
As per the Act, the Lieutenant Governor in Council (LGIC) shall appoint the NL911 Board to consist of a maximum of 9 directors including the following persons: one member of the board of directors of Municipalities Newfoundland and Labrador; and one representative from each primary public safety answering point. The director of the NL911 shall be a director of the corporation by virtue of his or her office. At least one director of the board shall be a resident of Labrador. The Act further states that where a vacancy occurs on the board the LGIC may appoint a person to fill the vacancy.

While there are no specific qualifications or requirements in the Act, candidates for the Board should demonstrate the competencies identified above as well as the following personal attributes:
Members of the Board meet 4 times per year. Board members are expected to review materials and prepare for Board and Committee meetings.
As per the Act a director shall hold office for 4 years from the date his or her appointment becomes effective. A director, other than the director of the NL 911 Bureau Inc., may not serve as a director for more than 3 consecutive terms.
Where a vacancy occurs on the board because of the death, illness, resignation, removal of a member, or for another reason, the Lieutenant-Governor in Council may appoint a person to fill the vacancy. Board members should demonstrate the competencies and qualifications identified above.
