Purpose:

The Order of Newfoundland and Labrador (ONL) is the highest honour that the Province can bestow on its citizens. The ONL Advisory Council is the body that makes recommendations to the Chancellor of the Order, the Lieutenant Governor, for induction into the Order.

The role of the members who sit on the ONL Advisory Council is to independently review nominations for the Order, meet at least once with the Council as a whole and collectively make recommendations to the Chancellor of the Order for a future induction ceremony.

Structure:

The structure of the ONL Advisory Council is governed by legislation and consists of:

  • The Clerk of the Executive Council (Chair)
  • The Chief Justice of the Supreme Court
  • The Chancellor of Memorial University of Newfoundland
  • The Speaker of the House of Assembly
  • Two current members of the ONL
  • Two members selected by the Lieutenant-Governor in Council as recommended by the Public Service Commission

Competency Profile:

Those who make up the Advisory Council of the ONL should collectively possess the following core competencies/expertise:

  • Ability to critically examine and consider nominations which may be highly technical or culturally diverse;
  • Ability to think critically;
  • Ability to communicate effectively;
  • Ability to actively listen to and consider other viewpoints;
  • Ability to be flexible, responsive and willing to consider others’ opinions;
  • Ability to work collaboratively, in a team environment to accomplish the Council’s goals and objectives; and,
  • Ability to consider and evaluate the positive contributions of NL citizens to communities, towns, cities or the Province as a whole.  

Qualifications:

Education: Completion of post-secondary education, and/or related life experience.

Experience/Personal Attributes:

  • High ethical standards and integrity;
  • A team player, making a genuine and active contributions to discussions and considerations;
  • An effective listener and communicator- constructively and appropriately debate other people’s viewpoints and communicate effectively with the Council as a whole;
  • Able to devote adequate time and effort to support the Council’s work.
  • Appreciation of the ONL as the Provinces highest award to its citizens; and,
  • Capable of a wide perspective on issues;

Time Commitments:

Members of the ONL Advisory Council must be available to meet two times per year. The first meeting will be conducted by conference call and the second, in person in St. John’s.

Council members are also expected to spend additional time reviewing materials in preparation for ONL Advisory Council meetings. This preparation could take up to 72 hours of review time over a period of two weeks in order to fully evaluate the merits of the respective nominations.

Term:

The term of appointment is set for three years.

Vacancy Profile:

The legislation governing the ONL requires that two members of the ONL Advisory Council be appointed by the Lieutenant-Governor in Council. Expressions of interest are being sought from individuals who possess the background, experience and skill-set identified in the board profile above and who can bring unique perspectives to the table. Consideration will also be given to a variety of demographic factors to ensure the board is representative of the population they serve.
